S1145 - Early Literacy Readiness Program

This legislation permits school districts and public charter schools to allocate existing literacy intervention funds toward an Early Literacy Readiness Program for four- and five-year-olds. he program must align with the district's or charter school's existing literacy intervention initiatives, follow the science of reading, and incorporate parental engagement strategies to support literacy development betond the classroom.


 1. Early Literacy Development:

  • Targeting four- and five-year-olds ensures early exposure to literacy skills, which research shows can significantly improve reading proficiency by third grade.

  • Aligning with the science of reading ensures that evidence-based instructional methods are used, strengthening foundational literacy skills and reducing the risk of reading difficulties later.


 2. Use of Existing Funds & Local Control:

  • Rather than requiring additional state funding, this legislation allows for a  more flexible and efficient use of current literacy intervention funds.

  • Granting local control enables districts and charter schools to tailor programs based on the unique needs of their student populations, ensuring resources are directed toward those who would benefit the most.


 3. Parental Engagement & Equitable Access:
